Cassandra was a figure in Greek mythology who could foretell the future, but her curse was that no one believed her. Why do we heed some warnings and not others? How do you get people to see value in understanding things they don't understand? Do we speak a cryptic language that turns people off? Do we ask too much of them? Some things to think about in the fire management arena.<br />

Go to<a href="https://www.blogger.com/%C2%A0https://weather.firelab.org/fwas/" target="_blank"> https://weather.firelab.org/fwas/</a> or just type "fire weather alert system" into your browser. Set your location and thresholds for weather variables in a specific radius from your location. You can also set the alert to expire in an amount of time up to seven days. For example, if you want to know if the RH drops below 22%, you can set it and wait for an alert by email or text. If you won't be in cell coverage, but still want the alert, you can ask your dispatch to configure the alert and warn you if it's activated. It's a pretty simple interface, but the developers would be interested in hearing from you if you use it!<br />

Some data, like private home locations and infrastructure are data owned by Homeland Security. We don't have authority to download those data, only to access those data while "in" a password-protected site like WFDSS. However, some data ARE available to download. Go to the WFDSS Home Page and click "Data" in the left menu. Here you will find several links, the third of which will bring you to the downloads page with most items. Check out the other links here as well! Some datasets are huge--downloader, beware!<br />

Sometimes late in the afternoon or toward the end of the week, you just need a little something to motivate yourself, learn something new, or distract yourself from a task...just for a few minutes until you can get your mind back on track. Don't get me wrong--taking a walk and getting some fresh air is good too! This archive might provide some options to take a different kind of mental break, but still allow you to feel OK about using your time to browse the web. I know it's a little nerdy, maybe, but I like browsing through sites like this just to find out things that I don't know I don't know. Check it out at <a href="https://www.frames.gov/partner-sites/presentation-archive/">https://www.frames.gov/partner-sites/presentation-archive/</a><br />

EGP currently processes a data feed from BLM containing
lightning strike data. However, because
of the volume of lightning data and the limited requirements for lightning
strike display in SA and FireGlobe, only seven days of data is retained on a
rolling basis. The current EGP database
optimizes query and display by preselecting strike data in the last 24 hours
and in the previous two to seven days into separate tables.<o:p></o:p></div>
<div class="MsoBodyText">
The new EGP lightning strike viewer will require access to
archived data. As part of the design
process, the database table design will be prototyped to retain efficient
processing of data with a larger data set.
In addition, the volume of necessary storage will be estimated from
historical data to provide estimates of storage requirements for the future. <o:p></o:p></div>

the current SA and FireGlobe versions.

The initial development will include CSV data format
export. Users may desire the export of spatial
data files (i.e., geo-database or GeoPDF).

exports for user-selected time ranges and geographic areas will be
investigated.<o:p></o:p></div>
<div class="MsoBodyText">
<br /></div>

Initial discussions of functionality included the
possibility of having start/stop times set using a graphical slider
control. There are several challenges
with using a slider control for start/stop time including:<o:p></o:p></div>
<div class="MsoBodyText" style="margin-left: .5in; mso-list: l0 level1 lfo1; text-indent: -.25in;">
<!--[if !supportLists]--><span style="font-family: "symbol"; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;">·<span style="font-family: "times new roman"; font-size: 7pt; font-stretch: normal; line-height: normal;">
</span></span><!--[endif]-->Sufficient time granularity over a large archive
data set. Users will likely require
one-hour or less granularity when exploring recent data, but will want to
access archive data as well. If a
screen-width slider represents just two years of time span, an hour would be
approximately 1/10th of a pixel on typical monitors, making it
impossible for the user to perform accurate selections. A slider control may be most useful for
viewing a fixed time range in an animated fashion (e.g., display always shows 6
hours and the slider changes the base time) allowing the user to quickly
explore the archive for large-scale lightning events. However, this use would be secondary to being
able to accurately set the start/stop times of interest. After the initial viewer has been deployed,
discussion and prototyping of slider controls can be done based on lessons
learned from users and performance of the initial version.<o:p></o:p></div>

</span></span><!--[endif]-->The data volume of the archive data may preclude
the use of slider controls and fast-changing animations over long time
periods. Typical time periods may
contain only tens of thousands of lightning strikes per day, but events with
millions of strikes per day must be accommodated. The initial version of the lightning viewer
will allow the developers to accurately assess the archive data size and the
data loading requirements of a viewer providing animation of long time periods.<o:p></o:p></div>

Have you heard about the Fire Library? </div>
<div style="box-sizing: border-box; margin-bottom: 10px;">
The Wildland Fire Library is a collection of long-term assessments, fire progressions, fire behavior reports, and other documents and resources to support fire modeling and assessment of long-duration fires. Each file is tied to some <span style="box-sizing: border-box; font-weight: 700;">event</span> with a location, a start date, and background information.</div>
<div style="box-sizing: border-box; margin-bottom: 10px;">
Event <span style="box-sizing: border-box; font-weight: 700;">locations</span>, <span style="box-sizing: border-box; font-weight: 700;">file attachments</span>, and <span style="box-sizing: border-box; font-weight: 700;">remarks</span> are optional, but because events can represent many things, every event needs one <span style="box-sizing: border-box; font-weight: 700;">tag</span> to indicate document type:</div>

While the number of acres burned annually by uncharacteristic wildfire continues to grow, it is becoming exceedingly important for agencies to identify opportunities to use wildfire to meet multiple land management and resource objectives. When conditions allow for unplanned ignitions to be managed for one or more of these objectives, it may be appropriate to use wildfire during the peak of the traditional fire season. Management response to wildland fire on federal lands is based on objectives established in the applicable Land/Resource Management Plan and/or Fire Management Plan. Objectives are affected by changes in fuels, weather, topography; varying social understanding and tolerance; and involvement of other governmental jurisdictions having different missions and objectives. Coordination with resource specialists and development of mutually agreed to objectives is fundamental to being successful in achieving land and resource objectives with wildfire. We will discuss recommendations for implementing this process using case studies incorporating Mexican spotted owl management objectives into wildfire management and post-fire monitoring.</div>

<span style="font-size: 12.0pt;">Forest Service Fire and
Aviation Management (FAM) has identified the need to define requirements,
capabilities, and methodology to integrate existing and new fire imaging
technology into fire operations and decision support. Fire imaging
technology is playing an increasing role to support wildland fire management
operations and decision making. For decades the wildland fire community
has primarily relied on the Forest Service National Infrared Operations program
(NIROPS) to provide fire perimeter mapping using infrared imagery, however
additional fixed wing, rotor wing, and satellite platforms with day and night
capabilities are becoming available. <o:p></o:p></span></div>

These individuals played a critical in helping WFM RD&A to support incident's use of WFDSS, fire modeling, and decision support. The following individuals provided exceptional support to the field.<br />
<br />
<b>Casey Teske</b><br />
<i>NPS Grand Canyon National Park</i><br />
<br />
Casey provided large fire decision support to the Forest Service in the Rocky Mountain GACC. This includes advising on decision content, seasonal fuels and weather condition assessments, and fire behavior analysis. Casey also participated in daily morning briefings for the regional FAM staff and weekly briefings to the Regional Forester and AD’s. These briefings required Casey to gather and compile fire situation information as well as weather and outlook information and present this information to the regional Fire Planner and to the groups themselves. In addition to support at the regional level Casey also provided in-depth support to several incidents. Incident support included season end date analysis, seasonal assessments and fire behavior and growth analysis.<br />
<br />
<b>Daron Reynolds</b><br />
<i>USFS Medicine Bow-Routt National Forests</i><br />
<i><br /></i>
Daron provided WFDSS decision support to Region 2. Including advising units on decision content in WFDSS on emerging incidents as well as providing a critique and advice on decision content after the fact to improve future decisions. Daron also ran a few fire behavior analyses in support of emerging incidents as well as providing advice on existing analysis and how to improve those in the future.<br />
<br />
As part of providing support to the Rocky Mountain Region Daron provided morning situational briefings to the regional FAM staff and weekly briefings to the Regional Forester and AD’s. These briefings required Daron to gather and compile fire situation information as well as weather and outlook information and present this information to the groups using graphics. Daron developed a spreadsheet with formulas to allow him to enter each day’s data and the sheet would calculate change from the previous day. Staff was most interested in trends. In addition to these other duties Daron also provided some WFDSS overview training to several people.<br />
<br />
<b>Sean McEldery</b><br />
<i>BLM Southern Nevada District Office</i><br />
<br />
During Sean’s mentee tour he worked as a GSAN on a fire assignment to support fires in Region 2. Sean assisted the Pike San Isabel NF and USFS Regional Office in Denver, CO with analysis, decision support, presentations and documentation for the Hayden Pass, Beaver Creek, Arden, White Peak, and Lava Mountain Fires. Sean maintained a positive attitude throughout and was always eager and willing to take on any task assigned. He was adaptable with each situation and always able to produce quality products in a timely fashion. His wealth of knowledge with T & E, NEPA, GIS, along with persistence allowed him to organize and provide key information needed in developing incident decisions, long term products, fire behavior modeling and spatial fire planning. Sean also did an excellent job documenting, making recommendations, and assisting with after action review information for the region.<br />
<br />
We would like to extend a huge thank you to all of the mentees!<br />

On January 20th, a small group of risk assessment
modelers from the RMRS, PNW, Enterprise Teams, Fire Modeling Institute,
Pyrologix, and the Wildland Fire Management RDA met at the Forestry Sciences
Laboratory in Missoula, MT to discuss calibrating FSim, the Large Fire Spread
Simulator. The objective was to share methods of wildfire risk assessments
spanning landscape to national levels. Outcomes of the workshop included best
practices and workflows to better define FSim’s capacity, strengths and
weaknesses in assisting with wildfire risk assessments. The model developer,
Mark Finney, was present to provide a background of the initial FSim
application and early development. The workshop was attended in person and
virtually by 20 people and facilitated by Karin Riley of the Human Dimensions
Group and Erin Noonan-Wright of the WFMRDA. <o:p></o:p></div>

<span style="font-size: 14pt;"><span style="font-family: inherit;">Mixing Height is important for assessing smoke dispersion for prescribed fires
and wildfires. This webinar will review and explain the strengths and
weaknesses of several tested methods for determining mixing heights. The
webinar will include discussion of the innovative Turbulent Kinetic Energy
(TKE) method that may provide critical atmospheric information for predicting
Dispersion. TKE represents the most robust method for determining Mixing
Height while the Stull Method represents an alternative approach that may be
more operationally feasible. The webinar will discuss both approaches for
determining Mixing Height. In addition, National Weather Service programs
for determining Mixing Height will also be described.

This workshop entails basic training, demonstration and discussion regarding IFTDSS – The Interagency Fuels Treatment Decision Support System. IFTDSS is a web-based software and data integration framework that organizes previously existing fire and fuels software applications to make fuels treatment planning and analysis more efficient and effective. IFTDSS provides a way for users to learn one interface, access a variety of data and models all in one place, and pass data (inputs and outputs) easily between models. The session will include hands on utilization of existing workflows in the application including burn plan preparation (using the 2014 Interagency Burn Plan Template), Hazard Analysis, and Risk Analysis. IFTDSS utilizes several well-known existing tools to calculate fire behavior, fire containment, fire effects, probability of ignition, fuel consumption, and fuel characterization. This workshop is appropriate for fire practitioners and managers that participate in burn plan preparation, fire hazard analysis, and risk assessments.</div>

Every fire season there are parts of the country that receive a lot of fire activity. Fire-fighting resources are assigned and consequently numerous fire behavior specialists begin focusing on these areas to ensure fire-fighter safety and to develop short-, mid-, and long- term fire behavior simulations to support these efforts and management decisions. An incredible amount of knowledge is gained and shared during these short periods of intense focus; yet often these fire behavior practices and lessons learned are recorded, stored, and not shared beyond the incident.<br /><br />After registering, you will receive a confirmation email containing information about joining the webinar.<br /><br /><b>Those of you attending the AFE conference in San Antonio TX, room location will be forthcoming.</b><o:p></o:p></div>

For the past two fire seasons Wildland Fire Management RD&A (WFM RD&A) staff have been mining tweets about wildfires from Twitter's enormous pool of data with the goal of developing an early warning system for new and emerging wildfires. Utilizing the existing structure and concept of the Threat News Explorer, Ben Butler has been working with Kingbird Software to build a web app called TwitterFire to support this concept. Every 15 minutes TwitterFire relies on a custom built search algorithm to examine an average of 5,250,00 tweets and narrow the data set down to only those likely to be talking about a wildfire in the United States. The tweets are then mapped using Yahoo's Placemaker API and used to drive a notification system which sends emails and/or text messages to registered users when a threshold is met for a specific geographic location. The concept relies on the millions of Twitter users to spot wildfires and tweet about them- and so far it is working. The science of Social Media Data Mining is growing rapidly, and our ability to extract meaningful value from Social Media posts has improved greatly over the course of this project. WFM RD&A staff members Andrew Bailey, Ben Butler and Tim Sexton are utilizing data from R6 to assess effectiveness of fire suppression in preventing structure loss. Post-fire reviews were conducted by using Cadastral and Structure Address data entered in to the WFDSS values- at-risk component to compare number of structures threatened to known losses. Inter-governmental partnerships are yielding improvements jn data quality, which may assist managers in the future for ICS209 reporting, developing success stories for incidents, and evaluating decisions.Unknownnoreply@blogger.com0
